Jigsaw fixes

This fixes:

• random rotation and offset
• underwater placement
• the place command sometimes not working
• Placements being very close to each other

Adds:

• command to sample the distances between structures
• an option to ignore all object placement checks
• an option to overwrite the pool used when terminating

It also adds a way to define a min distance to other placed structures, but with the new placement system this should be unnecessary
