Add a build system for users who wish to use modules with the compiled version of Launchpad

Reuse the existing build system, exposed via the Launchpad front-end.

We might need a LaunchpadBuilder.exe file to be included along with Launchpad.exe so that it can built Launchpad.exe without access errors.
