Ability to pin discussion posts/comments

In addition to the other discussion related issues, it might be useful to pin specific discussion posts and comments in the comment section of entries. For example the website changelog/update log: https://vocadb.net/discussion/topics/637 .

The ability to do this should only be granted to mods and admins.
