New report type: Incorrect tag usage

Currently, tags on entries can only be removed by moderators (or by the tagger if the tag wasn't further voted by anyone else).

Incorrect tags (tagged entries) are reported mostly for 2 reasons:

  1. New editors unaware of the specific tag usage guidelines.
  2. Tag no longer applies (mostly the tags from the "Editor notes"-category).

Tag-related reports sent from entry pages (Album/Artist/Song/+) do not send notifications to the user(s) behind the tagging. In single-editor entries the editor (who gets notified) might be the one who also added the tag.

This means that incorrect tag usages are almost always fixed by moderators. With other reports, the editor gets a notification as well, giving them a chance of fixing it themselves.

A new report type for incorrect tag usage would send notifications to the relevant people. Either the tag URL, id or name would be required (or just one of these for simplicity).

Having the report pull the available tags from the page, let the reporter click on one, and then add any additional notes would be useful for speed & productivity, given that tag votes are associated with users it should be possible to automatically notify the user(s) that voted for the selected tags.
