Locking comments/discussions

When a discussion is finished or getting spammed (privacy or security reasons), it should be made possible to lock further comments (option for mods+staff members only). Currently, there is only an option to lock more comments when creating a discussion but then only the first comment will be visible, that should not be the intended way.

Describe the solution you'd like. (required)

A lock button to stop further commenting. It should not remove comments, just prevent more comments. That option should be available in all comment sections, meaning under entries and the discussion board. Only mods and higher members like staff and admins should get this option.
