The `to-requirements.txt` is a dev dependency. So it shouldn't be added to the requirements.txt by default.

After updating the pip module there is probability that the pip.py file will be updated. In that scenario the user of `to-requirements.txt` won't understand why the package is broken. Proposal:...

Currently there is no command for uninstalling the `to-requirements.txt`. Proposal Add `uninstall` command that will rollback the pip.py file to its initial state.
