Failed to pip install in envs with py 3.11

Error says:

 ERROR: Failed building wheel for rio-color
Failed to build rio-color
ERROR: Could not build wheels for rio-color, which is required to install pyproject.toml-based projects

So maybe the issue is with the pined rio-color version that does not work for py 3.11
