[Shell] Seperate the shell into a reusable library.

• [x] Add AppBuilder helper projects for launching the shell

• [ ] Add a Templates for building Shell Applications and Shell Extensions.

Why was this closed? I would be interested in using AvalonStudio.Shell as nuget package. I downloaded the source code from the separate repository, but it is very hard to integrate into a different solution (many separate projects and a submodule). I would really appreciate it, if there were an official nuget package to use. Thank you very much!
