[Feature] scrollbar 宽度占用空间优化

What problem does this feature solve?

      scrollSliderCornerRadius: 0,
      scrollSliderColor: 'RGBA(170,170,170,1)',
    }
}

当hoverOn: false时，高度够的情况下，scrollbar是隐藏的（正常），但是scrollbar的宽度依然占用（不正常）

当hoverOn: true时, 出现的scrollbar会遮挡住内容

What does the proposed API look like?

个人认为无需修改api,只需在渲染时对scrollbar的宽度和布局进行优化
