Feature Request: ignore specific tags / rules

Yara CI already has such a feature.

How can we tell yara, which tags to ignore? Because rules may have multiple tags and we want to ignore the noisy rules / tags. But without changing the rules.

We need the opposite of https://yara.readthedocs.io/en/latest/commandline.html#cmdoption-yara-t

An alternative solution would be to add checks for specific external variables. But then we would have to change many rules and this may make the scanning process slower.
