Release the new `docker-build` provider

Pulumi have just released a new provider that is very useful, if there a no errors, releasing it should take no time: https://www.pulumi.com/blog/docker-build/

also 0.4.0 is around the corner but if the package compiles fine I'll release it for both 0.3.x and 0.4.x
