Strapi-plugin-versioning not working, error: "TypeError: Cannot read property 'listEntityVersions' of undefined"

I have used the code from the latest pr about migrating to v3.6.8 to use this plugin, however, I am still getting the error "TypeError: Cannot read property 'listEntityVersions' of undefined". I went exactly by the directions in the read me as well as what was stated in the previous issue about versioning

I believe it pertains to the first route lists "explorer/versions/:model/:id" because if I delete that it works, except it is not able to find the version number.
