How do I install this??? There is no "Settings.json" file and no "regedit.reg" in your files. I dont get this.

You have downloaded the master zip, right? you should've downloaded the release. Download form here: https://github.com/Vipeax/MSI-LED-Tool/releases

alright thx i got the half missing also is it possible to ad RGB cycle effect?

Cycling effect could be possible but you'll need to sacrifice performances as your performances reduce when you update the color. It's not implemented by default (or the command has not been found.
