missing files?

Up front I want to say I have just started programming and getting to use programs like this, so I'm sorry if what I say sounds stupid.

So, I've been trying to install the program, but the installation guide seems to refer executables and setting files without them being present in the folder I have downloaded. More specifically: the "MSI LED Tool" executable, the "settings.json" and the "regedit.reg" files.

If I'm overlooking some files or am following the instructions wrongly, please make the guide clearer for inexperienced geeks using this program.
