[Vanilla Bug] Harvesters can't harvest when they have a weapon.

Description:

If you give Harvesters a weapon, they are unable to harvest Tiberium. If you give Harvesters the ability to hover, they can do both but they can't do it at the same time.

Conditions:

Give HARV a weapon (something like Primary=VulcanTower) and the Hover ability (optional)

Expected Behaviour:

Armed Harvesters should be able to harvest and fire their weapons at the same time.

Actual Behaviour:

Armed Harvesters can't harvest and hover armed Harvesters can't harvest and fire at the same time.
