[New Feature] RA2 Construction Yard Replacement method (for AI)

Description
in RA2 when construction yard destroyed the ai will simply replace the conyard without need to build MCV first, this will speed up the process of making replacement for conyard and it will not disturb warfactory queue order. also it should tied to the building that have [Constructionyard=yes] tag + [Prerequisite=] tag to stop ai for making the conyard without any requirement, example ... in order the ai would build the replacement it require warfactory and service depot present / exist in the first place ,when they factory & depot destroyed they cant build the replacement for contruction yard. this feature should only apply for AI Behavior & multiplayer mode
