Possible to use camera as background canvas for the page?

Thinking about creating an app that I would use for live streaming and would be interested to know if it's possible to show the video in a 16:9 aspect ratio and use the video as the background canvas for the app (consuming the entire browser window) with toolbars, widgets, and gizmos overlaying it.
