User Account Control constantly asks to change permissions.

Whenever entering and exiting a game/blacklisted application, it will ask each and every time if it would like to apply the change. I've found a simple fix as of now is to just disable UAC (User Account Control) from the settings of it, to never notify me. However, in the long run I would not like this to be the case. If possible, would there be a way to have it not constantly ask for permission? It most definitely fixes the different skips from the mouse.
