Update eslint to fix vulnerability with glob package

  1. bumped eslint package to v9.39.0 to fix vulnerability [CVE-2025-64756](https://github.com/advisories/GHSA-5j98-mcp5-4vw2).
  2. Created a new eslint config, because eslint@v9 supports only the new flat format of config.
  3. fixed eslint errors.
  4. updated node to LTS to support the updated packages.
