use the same interpolating in the variable settings query as on dashboard query

Describe the bug

The filter query is incorrectly interpolated by variables in the variable's settings.

To Reproduce

1. create first variable in dashboard settings
2. create second variable using first variable in filter query

Versions of VictoriaLogs datasource and VictoriaLogs backend

ds version: 0.21.4
