<1.12 version has strange sound of some NoteBlocks

Bug Description

Maximum harp tones in <1.10, In 1.10-1.11, the default harp sound is used with a sound that does not exist in that version.

Steps to Reproduce

<1.12 to enter the 1.21.4 mackerel and play various note blocks

Expected Behavior

The scale should be converted correctly.

Additional Server Info

I also use Velocity, but I don't think it matters.
