Bug Description

Weaving effect does not reduce the speed decrease caused by cobweb. And clients older than 1.20.5 will not see 1.21 potions info and their effects.

Steps to Reproduce

1. Open 1.21.1 server.
2. Connect to 1.20.4 client and test it. https://youtu.be/LxSBR74wtCg

Expected Behavior

I expected the weaving effect to be applied.

The potion lore would be something to look into, but we generally don't/can't reimplement client behavior changes if there isn't a straight forward protocol translation, this would require client mixins
