Bug Description

The windcharges are too powerful when you are on a version below 1.20.6., video example

Steps to Reproduce

1. get a windcharge
2. face the ground
3. jump and throw the windcharge

Expected Behavior

the windcharge should only launch you up 8-9 blocks at max

Additional Server Info

i tried on 3 different servers, one that is purpur, one that is velocity and one that is pure paper (only via version and via backwards)

Cannot reproduce using a 1.21 server and 1.20.1 client, I get the regular 13-ish blocks
