1.18.1 client can't use tab completion for some vanilla commands on 1.19.3 server

Bug Description

you can't press TAB to complete some vanilla command parameters on 1.18.1 client and 1.19.3 server.

these commands are found affected by this issue, not sure if there are more: /gamemode: the first parameter, which should be creative, survival, spectator and adventure /defaultgamemode: the first parameter, which should be creative, survival, spectator and adventure /effect: the third parameter, which should be a list of available minecraft potion effect ids

Steps to Reproduce

Example:

1. join a 1.19.3 server with 1.18.1 client
2. input /gamemode then press TAB
3. the available command parameters creative, survival, spectator, adventure are not displayed as expacted
