Bug Description

Kicking 1.12.2 clients due to large RGB chat messages

Steps to Reproduce

1. Login with a 1.12.2 client to 1.16.5 server
2. The server should send the player a message with a large number of HEX colors
3. The player was kicked out

Expected Behavior

The player should not be kicked

Velocity, Purpur 1.16.5
