[Question]: What is the issue with recipe books?

Problem Description

I believe you marked recipe books being empty as WontFix in previous issues but I was wondering why it's marked that way.

Solution Description

I want to develop my own plugin that can fix the recipe books for versions like 1.12.2 and such but I'm not sure why ViaBackwards can't do that already. Is it an issue with packets or something?
