Bug Description

Jungle biome loads on 1.21 version but not in 1.8 when i set it with FAWE

Steps to Reproduce

1. Login with 1.8 client
2. Select region and use //setbiome jungle
3. Jungle biome wont set in 1.8 but in 1.21 is biome set

Expected Behavior

When you log in with 1.21 you will be in jungle biome but if you log in with 1.8 the biome stays as before
