Add a way of reading all packets on the network segment

Now while this sounds dangerous and OP, it would allow people to create custom routers, which route traffic in a more intelligent way, rather than just broadcasting it. Data could also be transmitted using different transport systems, like redstone, or using other interesting mechanics.

Additionally it would encourage people to use encryption as many people could be sniffing packets, One way to balance it would be by limiting the number of ports that can be opened at once, so that people cant sniff all ports concurrently.

The newly added card would be similar to the normal OC network card, but it receives all packets instead, regardless of the target-hostname field. If possible it should also allow sending packets using the same card, but having to use another network card would also be okay in my opinion.
