Format Code of Conduct H2s

Describe the bug As a user I would like un-congested headers and uniformity.

To Reproduce Steps to reproduce the behavior:

  1. Go to the Code of Conduct page
  2. Can visually see the H2s being congested by text
  3. Secondly, decrease width of browser window.
  4. Can see how all H2 with exception of Pledge center up.

Expected behavior Have all H2s center for uniformity and use best judgement to increase space between H2s and text.
