Header sub navs should transition to new state

Describe the bug Sub navs on header navbar should animate or transition down on hover/active.

To Reproduce Steps to reproduce the behavior:

  1. Click on Our Story in the header nav bar
  2. It should transition to the sub nav header as opposed to flash

Expected behavior A clear and concise description of what you expected to happen. Sub navs on header navbar should animate or transition down on hover/active.
