Adding Layerfile to get webapp.io free hosting (heroku's free tier is ending)

Hey! I'm Josh from webapp.io (Y Combinator, S20). Heroku's free dyno tier is ending, so wanted to do you a quick favour and get your project hosted on webapp.io for free. I've verified the Layerfile added and your project is currently running at flasktemplate.onwebapp.io
