[Bug] Kits missing with high player counts
When playing on high player/bot counts, kits will start the dissapear and you won't be able to use your weapons and tools. This is highly dependent on the map and gamemode. It seems that the limit for kits is higher on some gamemode like Team Deathmatch to something like Conquest.
MP_001 ConquestLarge0 has this issue. MP_011 TeamDeathMatch0 does not have this issue.
Included in the repro zip is a mod called bundleloader. This is not in the modlist by default. But once you put this mod in the modlist.txt, the issue will be fixed. Bundleloader loads the bundle from Levels/MP_011/MP_011. Somehow loading this or some other bundles opens up more kits to be used.
The repro uses Funbots to reproduce the issue. This issue is not a Funbots problem. We've experienced this issue at VU launch when we had 70+ players on the server.

I couldn't find any hardcoded limits. The only thing I could find is a UI related kit component https://github.com/EmulatorNexus/Venice-EBX/blob/f06c290fa43c80e07985eda65ba74c59f4c01aa0/UI/UIComponents/UIKitComp.txt#L10
I've also tried destroying kit drops on death and deleting the drops from the soldiers completely, This did not show a difference in the issue. The only things that had a noticable change was importing certain bundles or playing on the Team Deathmatch gamemode.
Caspian border - broad conquest - 99 bots, same problem. Only happens in conquest mode and capture the flag (from what I played)
