The debug adapter settings dialog should navigate to the last used operation (launch/connect/attach/connect to debug server) based on the last operation

Currently, if you open the debug adapter settings dialog, it shows the view in the default way. I figured it would be nice to navigate to the settings group that corresponds to the last operation. For example, if the user launched the target in the last time, we should navigate to the "launch" group because chances are he wants to tweaks the settings there

We should also consider offering to launch/attach/connect/connect to debug server based on the current group selected within the debug adapter settings dialog
