Open-source Binary View plugins

We would like to gradually open-source the binary view plugins, e.g., the PE, ELF, Mach-O plugins.

This requires decoupling the code from the core. Currently blocking on a few things:

  • https://github.com/Vector35/binaryninja-api/issues/3205 (used by PE, ELF, or maybe other views)
