Out of date hip package

Version 3 has receneleased, but the newest version on the Pip Store is still cloudscraper 1.2.71 Can you please update the version on the Pip Store to the newest.

Expected Result

There should now be a newer package for version 3 available.

Actual Result

The old package is still available. And the newest one is not.
