Open Portable Ender Chest isn't working

I'm not sure what mod adds this feature so I can't figure out how it is supposed to work, but I can't get the "Open Portable Ender Chest" keybind to do anything. I have a vanilla Ender Chest in my inventory, have tried placing in the offhand and the hotbar as well, then press the keybind and nothing happens. Is this supposed to work with a different item? Am I supposed to do something special with the Ender Chest to be able to open it without placing the one in my inventory? Which mod is this feature from? I thought it might be Charm, but I couldn't find anything about it on their webpage.
