Obviously different issue than #4606, but potentially similar cause and/or fix.
In a similar fashion, we should probably check that other burst-related block interactions from a mana gun are run by the game's usual checks for block placement/breaking whether the player is allowed to perform the specific interaction at that location.
Upon further inspection, there seem to be a whole lot of places that may need be hardened against unauthorized block modifications in adventure mode or inside spawn protection radius. The issues go much deeper than simply slapping a check onto the burst lens, as it's technically possible for a player to just disconnect and suddenly the already fired burst is no longer owned by anyone.
I think we will postpone a fix until 1.21.1, sorry.
