Issue description

Vanilla Minecraft allowed smelting quartz blocks into smooth quartz since 1.14, which cannot be done with the Botania quartz variants.

The main blocker currently is a lack of borderless textures.

No quartz bricks variants either. Also, the quartz block items in the creative inventory are still in 1.12 order. (Order is fixed in 1.21.1-porting already.)
