[1.10.2] Shard of Laputa cutting tall flowers

Minecraft version: 1.10.2 Forge version: 2202 Botania version: r1.9-339 Baubles version: 1.3.8 JEI version: 3.14.2.401

So when i was testing shard of laputa, few tall flowers were spawned in half... Maybe it's not game breaking glitch but it can be annoying. Also bursts from Shard of Laputa can be stopped by Mana Prism with Mana Lens Messenger.

Better solution for this will be disappearing if base block or top part is broken for no reason. Like vanilla tall flowers do (Sunflower).

This issue is actually two issues :

1°) Laputa incompatibility with mana prisms => it's fixed 2°) Laputa incompatibility with tall flower => it's bugged

I may have an idea for a potential fix of the tall plant issue. The logic should probably ignore the top halves of those when breaking blocks, but ensure they are being placed when arriving with the bottom half. We should probably also check that doors are moved correctly this way.
