Prevent `pkg apply` to apply changes if already applied

This behavior could be confusing to the user which could still apply changes thinking that these have not been applied.

I can create a PR for this issue. Just for my understanding if GetAddPackagesString and GetRemovePackagesString return empty string there is no need to apply right ? Also any build instructions and dependency list will be helpful

Not sure, this could be already fixed must check the source

I think there should be a way to force it though. It could be useful if there has been some issues with applying packages or an issue with Abroot
