Non-Steam shortcuts with the same name on 2 or more computers on the same network cause weird behaviour

Please describe your issue in as much detail as possible:
My PC and my Steam Deck are on the same network. I have added a Non-Steam shortcut for Kodi on both my PC and my Steam Deck which both have the same name: Kodi. I can start Kodi without issues on the PC but if I want to start a Kodi on my Steam Deck the screen flashes and the Steam UI thinks it didn't manage to launch the application but I can hear the Kodi startup sound and can confirm that Kodi is actually launched but not visible. Kodi does not appear in the list of running applications in Steam. While Kodi is running on my PC, a duplicate Kodi entry is added with a "Stream" button. Attempting to click this button transforms it into a "Play" button without doing anything.
The problem does not manifest if one of the devices is on another network or if one of them is in offline mode.
The problem goes away if one of the shortcuts is renamed to make it unique (e.g.: Kodi (Steam Deck)).
Steps for reproducing this issue:
- Create a shortcut with the same name on two devices in Steam
- Connect both devices to the same network
- Launch the shortcut on one of the devices
- Launch the shortcut of the same name on the other device and observe the issue
