[BETA] new login gui & remember me

"remember me" should not always automatically be checked everytime "remember me" should Remember if "remember me" was checked or unchecked previously "remember me" should Remember the username and put it into the username field (if unchecked previously) "remember me" should simply automatically target the Password field so you can immediately start typing your password

"remember me" in the old login gui was exactly the example i am comparing this to

Steps for reproducing this issue:

1. open steam, wait for login
2. remember me is checked
3. username & password are empty
4. uncheck remember me then login
5. log out / exit steam
6. open steam again, wait for login
7. REMEMBER ME is still checked again. do not do this.
8. Username is blank. please remember the last username but Not the password....
