[Steam Deck] GamepadUI scaling causes input issues

The new scaling option added to steam recently made inputs almost unusable on my Steam Deck hooked up to an external display. If you adjust the display scaling slider you can get the OSK to behave correctly but shortcuts usually require a different state on this slider to work.
