Intentionally setting 4:3 Video Modes in Display settings causes controller focus issues

Please describe your issue in as much detail as possible:
On Steam Deck, if you were to set a 4:3 video mode in the Display settings such as 1024x768@60, 800x600@60, 640x480@60, or something similar, you are not longer able to control the Steam UI or QAM when in a game, the focus does not transfer. You can bring up those two menus, but you cannot control them. As such, you are unable to forceclose games, switch controller ports, change controller configuration, change power settings, et cetera.
Steps for reproducing this issue:
- Set a 4:3 or 3:2 Display mode in settings.
- Open a game. Any game, it doesn't matter.
- Open the Steam UI or QAM with the Guide button or Guide+SOUTH respectively.
- Observe and marvel at your inability to control the Steam UI, yet you can still control the game while it is open.

Note: While I have the main Steam UI open, i am spamming buttons trying to control the UI. Nothing happens as the game pauses. It certainly detects the Steam UI open, but focus is not transferred. The video was recorded with the mode being set to 640x480@60Hz.
Quick update: I asked around and I have confirmation that this also happens on SteamOS Stable.
