Big Picture Mode's Guide and Quick-Access menus don't show up when using Steam Link.

Please describe your issue in as much detail as possible:
When streaming via Steam Link, to any type of client, bringing up either the Guide menu or the Quick-Access menu causes the screen on the client to go black. The menus still appear as normal on the host PC. This issue does not occur with bringing up the Steam overlay when in a game, which functions as normal. If Big Picture mode is set to run in a window, then bringing up either of these menus causes them to be the only thing shown on the client, centered on the screen. As above, the menus appear normally on the host, and this does not affect the overlay in games.
Steps for reproducing this issue:
- Install Steam via pacman or flatpak to the PC
- Pair a Steam Link client to Steam on the PC.
- Begin streaming to the Steam Link Client.
- Press the home button.
I can confirm that this happens on my PC that is using gamescope to run standalone. Curiously I can't repro this on Steam Deck because it is even more broken. On Steam Deck the stream shows a single image and restarting the stream shows nothing so I can't even test this.
