Touchscreen stops working correctly in the menus after using any non-steam app or game

Please describe your issue in as much detail as possible:
Opening seemingly any non-steam game/app will break the touchscreen outside of it and make it work like a mouse, including the cursor showing up, despite the big picture/steam deck menus being designed for multitouch. It couldn't find a way to fix it other than completely restarting Steam. This does not happen with the stable versions of Steam/SteamOS.
Steps for reproducing this issue:
- Open any non-steam app or game, even if its config doesn't include the mouse at all
- Try to do things like dragging your game libraries with your finger.

This is not the same issue, that is a momentary UI issue that fixes itself after you press the steam button, this carries over into the entire interface unless you reset steam entirely.
Also, you don't even have to close the game to see it, if you open the overlay menu and touch the screen at all you can see the mouse cursor. With that in mind, I do not think it's the same issue, and I think this should be reopened.
