Inquiry about what the SDK release means for the future of TF2 Base Game Contributions

With the big SDK update being pushed by you fine folk, I wanted to create this issue for clarification on what PRs will be accepted, what will be sent to the workshop, and what will be slammed into the proverbial dirt.
I figured the best way to ask would be to provide a couple scenarios of PRs y'all would moderate, obviously some are obvious, but I just wanna cover all the bases, so here goes.
Example 1: Someone makes a fix for this TF2 issue and pushes it to the main branch.
Example 2: A minor gameplay feature is added, such as: A new callout/voiceline (e.g. Sniper Ahead!), weapons glowing when you are about to shoot a random crit (yes, like in the shounic video), sniper's rifle having a big ol' laser when scoped (yes, also from the one shounic video.
Example 3: A notable amount of game code is reformatted to work and/or look better, the game still functions the same but is improved internally.
Example 4: A new weapon made by a modder that everyone likes and is really balanced and fun is submitted here instead of the workshop. (I mean yeah you guys will probably tell them to put it on the workshop but again, covering all the bases here).
I hope this is helpful in clarifying what the future of the SDK will look like.
