Add TF2 raw scenes for scenes.image building

this was done with HL2 + episodes, it'd be nice if this was also done for TF2 VSIF2VCD doesn't work at all with TF2, so i can't use that to extract scenes manually

I second this as a necessity, but in the meantime, if you're at least able to settle for adding additional scenes there is a way to load raw scenes in addition to the scenes.image as documented on the scenes.image page on the wiki.
