[HL2MP] Stop spamming "Interpenetrating entities!"

Issue: When players interpenetrate entities, such as the silo doors on dm_runoff, the console is flooded with repeated "Interpenetrating entities!" messages.

Fix: Restrict the message output to appear only when developer 1 is enabled.
