[HL2MP] Update timeleft command for better formatting and to account for frag limit

Observation: It is not really an issue, more of an observation and attempt to improve things. When you use the timeleft concommand, it displays the time left properly, but fails to account the frag limit if set. Additionally, if a server, for some reason, has a very high time limit, the time left is only displayed in a MM:SS format.

Fix: First, any time a frag limit is set, such information will be displayed when running the timeleft concommand, even if no time limit is set. Secondly, display the time left in a DD:HH:MM:SS format. Yes, using days is overkill and clearly unnecessary, but it is there now.
